Jefferson County Bike and Pedestrian Master Plan – This project is being undertaken to provide a plan for the development of a bike and pedestrian system for Jefferson County. Concurrently, similar projects are underway in Wakulla County and Gadsden County under grant money provided through the FDOT enhancement program. Additionally, all of these projects are evaluating access to schools in the respective counties to the point that the Safe Routes to School project (below) will be specifically targeting Leon County. The completion of this and the other plans is projected to be in time for the funding that is available for each county under the bike and pedestrian funding from the CRTPA ($1,000,000 set-aside Policy) which is proposed to be available in FY 2013.

Capital City to the Sea Multiuse Trail Feasibility Study – Renaissance Planning Group is responsible for developing the scope-of-services (SOS) for this project. In discussions with the consultants, CRTPA felt that it would also be best to perform a quick assessment of what work has been completed with this project under the auspices of other agencies and departments. This will eliminate duplication and streamline the project to what is actually needed to complete the Feasibility Study. The development of the SOS is anticipated to take 2 to 3 three months at which time CRTPA staff will recommend a course of action based on the preliminary results.
Safe Routes to School – This project also calls for the development of a scope-of-services (SOS) for a larger project that addresses safe routes to schools in Leon County. CRTPA Staff and Renaissance Planning Group will be working with the Leon County School Board to discuss the project prior to any SOS being released. The development of the SOS is anticipated to take 2 to 3 three months at which time CRTPA staff will recommend a course of action based on the preliminary results.
Reynolds Smith & Hills (RS&H)
Monroe Street Median Feasibility Study – This project will look at opportunities and constraints associated with the installation of medians on Monroe Street from Magnolia Drive to John Knox Road. In addition to the feasibility study RS&H will be working on the planning for the installation of medians on Monroe Street between Tharpe Street and 7th Avenue. These projects are anticipated to take 9 months to 12 months to complete.
URS Southern Corporation (URS)
6th Avenue Pedestrian Path – This is a feasibility study to look at widening the existing sidewalk on 6th Avenue to a pedestrian path. The size of the sidewalk and length of the project will be determined during the feasibility study. The project as stated in the Regional Mobility Plan begins at Monroe Street and terminates at Thomasville Road. However, if it is determined that the project can go beyond those limits (to the east) then the boundaries will be expanded to meet the existing funding levels. The path is being completed in conjunction with the “Sense of Place” initiative that originated with the Tallahassee-Leon County Planning Department. Regional Congestion Management Plan Update – As a Transportation Management Area (TMA) the CRTPA is required to have a Congestion Management Plan (CMP). This document reflects the existing conditions of the transportation system with potential to develop future projects based on the results of the study. The current CMP was adopted in September of 2009. It is anticipated to take approximately three months to complete this project.
CRTPA Newsletters – Per the Public Involvement Plan the CRTPA is to produce two newsletters per year. The content of the newsletter is typically project related and informational in general. As an overall project, the newsletters will be produced for the year. The actual collection of information and production of the newsletter will take less than two weeks.
Website Consultation – CRTPA will be working with the consultant to produce/update a new website for the CRTPA. Staff will be seeking direction for what data, information, and documentation should be on the website.
Sustainability Calculator – The Sustainability Calculator was initially developed as a component of the Regional Mobility Plan (RMP) and has developed into an individual project that is being pursued by staff. The intent of the calculator is to provide assistance for member governments relating to the continuing costs associated with the development of property. The calculator considers a wide range of factors from housing, to location, to development type, to transportation systems availability.
