The Draft 2025 Needs Plan

 The DRAFT 2025 Bicycle Pedestrian Needs Plan is one element of the overall Master Plan, building toward a financially feasible set of programs and projects through the year 2025. The draft 2025 Needs Plan strives to address fundamental principles developed by planners and local residents that focus on the ability of bicyclists and pedestrians to: 

. Get seen - Increase the visibility, legitimacy and safety of non-motorized  travel through an interconnected, well-defined system and a consistent education program;

Get to work - Improve access to jobs and support economic development;

Get out of traffic - Mitigate traffic congestion and expand travel choices;

Get to shop - Support land use objectives and neighborhood linkages to non-residential land uses; and

Get fit - Improve public health by encouraging increased physical activity for all ages.

The Draft 2025 Needs Plan is an important first cut of desired projects for the Bicycle & Pedestrian Master Plan. Over the next several months, the MPO will determine how much of the Needs Plan it can complete with local, state, and federal funds over the 20-year planning horizon. After the Needs Plan is refined, the project team will turn its attention to financing and project priorities. This Draft 2025 Needs Plan is not constrained by cost. It presents a long-range plan for the projects, programs, and facilities that will achieve the Master Plan's stated goals of providing a more interconnected, balanced and complementary transportation system throughout Leon County.
